Steven W. Soule is the Business Manager and Principal of the International Brotherhood of Electrical Workers, Local 2320. Local 2320 represents New Hampshire workers in telecommunications, information technology, line construction and fiber optics, building and automotive mechanics, customer service, and logistical support sectors, among others.
Mr. Soule is a passionate advocate for his membership. Currently he is a member of the Governor’s Telecommunications Advisory Board, a member of the T-6 council representing workers across the New England region, a board member of the System Council T-3 and T-8, and the Secretary Treasurer of the System Council T-9, where he represents and bargains for workers throughout Maine, Vermont, and New Hampshire.
Mr. Soule has a Master’s Degree from Pennsylvania State University in Human Resources and Employment Relations, a Bachelor’s Degree in Education from the University System of New Hampshire, and an Associate’s Degree in Science from the Nashua Community Technical College.
Mr. Soule is a combat Veteran of the United States Navy, having served his last deployment during the 2004 Battle of Fallujah. He is the recipient of numerous awards and commendations, including the Iraq Campaign Medal with the Eagle Globe and Anchor and campaign star for participation in combat operations. He currently lives in Manchester, N.H. with his wife Bonnie and their daughter Isabella.
Assistant Business Manager
Kevin J. Cavanaugh is the Assistant Business Manager of the International Brotherhood of Electrical Workers, Local 2320. Local 2320 represents New Hampshire workers in telecommunications, information technology, line construction and fiber optics, building and automotive mechanics, customer service, and logistical support sectors, among others.
Mr. Cavanaugh is a 30 year member of Local 2320 and has acted as lead negotiator since 1999 with Bell Atlantic, Verizon, Avaya, AT&T and FairPoint Communications. He has also served as Vice President of the Local, Benefits Administration for members in Maine, New Hampshire and Vermont as well as a Delegate to the International Convention, System Council’s T2, T6, T8 and T9, which represents workers throughout New England and the United States. Currently, Mr. Cavanaugh is the Alderman of Ward 1 in Manchester and Chairman of the Special Committee on Solid Waste and sits on the Committees of Administration/Information Systems and Lands and Buildings for the City of Manchester.
Mr. Cavanaugh was born and raised in Manchester where he graduated from the local public school system, and is very active in the community volunteering as a coach and former Vice President of Manchester North Little League, he helps to support the local PTA groups at Smyth Road School, Hillside Middle School and Central High School. He currently lives in Manchester, N.H. with his wife Kerri and their three children Jack, Ryleigh and Myles.
Todd Bedard is the President, Political Registrar, and delegate to the 2016 International Convention for IBEW Local 2320. As President, he oversees the financial and routine aspects of the Local.
As an 18 year Union member in the Central Office Equipment Installation department, Todd continually strives to become a better union member and be more involved. In concert with Business Manager Soule, Todd believes that an educated union member can better serve their local, and he leads by example. He currently holds an Associate’s degree in Telecommunications Science, is working towards his Bachelors in Information Technology, and is a Rated Technician.
Todd has devoted nearly 3 decades of his life to the Martial Arts. He currently holds the rank of 5th degree Black belt and continues to work out and give back at every opportunity. He lives in Auburn, NH with his wife Mindy and three children Savannah, Gabrielle, and Cooper. He can be found most weekend and summer days coaching or cheering on his children at basketball, softball, or baseball practices.
